Flexibility

Java does have IDEs. However, an IDE is regarded as separate from the compiler. This is important for two reasons. First, it allows you to choose between IDEs -- free ones, ones you pay for, simple ones for beginners, or sophisticated ones for full-time developers. Second, it makes it easier to develop the compiler. When a new version comes out, all the different IDEs just use the new version, instead of having to be re-written.
