Abstract

This paper has been accepted for the Third IFIP Workshop on Traffic Management and Design of ATM Networks, 26-27 April, 1999. Congestion control is concerned with efficiently using a network at high load. In this paper we are concerned with switches and networks whose input loads are at or beyond their capacity. We present an unconditionally stable method for managing different classes of network traffic at a switch, in which certain classes can be given guaranteed delay and loss bounds, despite the overall load offered to the switch exceeding its transmission capacity.
